Missing File

I have a problem. I recently installed Minesweeper3D on a new machine, but the file BestTimes.bt is missing. Every time I finish a board, I get a message saying it's the first time, and the program can't save the time because the file is missing. Is it possible to CREATE that file, and if so, what format will it have?

It's a custom format, not sure what would happen if you just created it empty.
I'd suggest running as Administrator and seeing if that works (run it a couple of times to see). Then try changing the permissions on the file to allow you access when running normally.
I haven't heard of this happening before, so I'm not sure why, but hopefully that helps.

Actually, I tried creating it empty. Didn't work. There are no other users on this machine, so I am the Administrator.

Being the only user doesn't necessarily mean you have admin priviliges, but OK.
Did you try simply uninstalling and re-installing it?
I haven't heard of this problem from anyone else, so I'm afraid I don't know what else to suggest.
